List sync pairs

A sync pair is a pair of endpoints, each endpoint being identified by an AWS account ID and region, between which resources are being synchronized for disaster recovery. A sync pair has a primary (or source) endpoint and a recovery (or target) endpoint. Sync pairs are not explicitly created. Instead, Arpio creates one for each distinct pair of endpoints found in all applications in an Arpio account.
