What moved in this fleet

Hulls whose verdict changed between their two most recent screenings, newest first, with the from/to values, whether the move was a worsening, and the severity. Uses the same change definition as vessel monitors and the watch email, so those three can never disagree about what counts as a move. A hull we could not assess is not reported as a change: absence of a measurement is not a movement.
