Consumer
Enable a consumer
Enables the consumer and redeploys it; the API clients it owns follow. Also accepted on a consumer a live identity source manages, which PUT refuses. On such a consumer the enable holds until the source disables the account or the user leaves the sync scope; the next sync run then disables it again. runtimeDeployment reports the gateway push.
