Disable a consumer
Disables the consumer and redeploys it; the API clients it owns follow. Also accepted on a consumer a live identity source manages, which PUT refuses. The disable is recorded as a manual decision, so a sync run does not switch the consumer back on. runtimeDeployment reports the gateway push.
