Knowledge Catalog index
Lists every canonical Knowledge Catalog topic as a compact index entry (slug + title + summary + last_verified). The catalog is the machine-readable counterpart to Apier's docs guides: structured records of what an agent needs to KNOW about Norwegian company authority and government-integration subjects — Altinn System Users, Maskinporten, company verification, signature rights, filing deadlines — before it acts. Zero-auth and public (knowledge discovery, like the capability manifest, should never cost a credential); cacheable for 5 minutes; supports conditional requests via ETag / If-None-Match. Deliberately outside /api/v1/ as a discovery surface alongside /agents.json and /workflows.json. _meta.last_verified carries the NEWEST per-topic verification date across the catalog, so consumers can use it as a single invalidation key.
