Serves the complete structured record for one Knowledge Catalog topic: answer-first summary, titled body sections, use cases, requirements, authentication (method + scopes), common errors with machine codes and fixes, and cross-references — related capability ids / operationIds, related topic slugs, and related MCP tool names, all referenced BY ID against their source registries (CI-enforced, never invented). Zero-auth, public, cacheable, conditional-request capable. _meta.last_verified / data_freshness are pinned to the topic's own verification date so the response is deterministic for a given dataset version.
