Submit Bulk Apply Job

Create a bulk-apply job. Returns {"job_id": "<uuid>"}.

The job runs orchestrator.apply() per asset inside a single process so resource usage scales with batch size; callers chunk large batches (>~500 assets) into separate jobs.
