Follow an existing authorized order without submitting another payment

Requires the original agent key. May record finalized on-chain proof or cancel an expired never-submitted reservation, releasing its reserved budget once. No new signature or settlement is submitted. Works while new purchases are paused. MCP equivalent: get_order with order_id.
