Карточка заявки с ходом оплаты, остатком её бумаги-основания (basis_balance: заявлено, оплачено, осталось) и возможными дублями (possible_duplicates: живые заявки той же бумаги на ту же сумму — предупреждение, не отказ). Чужая заявка без права чтения или согласования отвечает 404, а не 403: ответ «запрещено» подтверждал бы, что такая заявка есть.
