Найти или создать каноническое обсуждение доступного объекта

Принимает пустой JSON-объект. Сейчас поддерживается tasks.task; дополнительно нужны chat:read, tasks:read и видимость задачи. Адрес объекта — естественный ключ идемпотентности: повторный и конкурентный запросы сходятся к одному обсуждению. Idempotency-Key не читается.
