Mint a public link for a drop

Turn one drop into a page anyone holding the link can read. The token is the only authorisation on that page, which is why it is not the drop's id. Idempotent on purpose: asking twice returns the same link rather than retiring the one already sent. The page itself is never indexed and never cached.
