Get Apply Pipeline Status

Returns the caller's live apply-pipeline snapshot: platform-wide queue depth, how many of the caller's rows are waiting / processing, and the frontmost platform-wide rank of the caller's active rows. Read-only - a few cheap indexed COUNT reads, never triggers any work. Polled by the persistent top-of-page pipeline bar on the Applications screen.
