Generate Level Strategy (Block C)

Generate the Block C level strategy for a job/candidate pair. Produces ONE of two parallel plans depending on whether the candidate's natural level matches/exceeds the JD level ("sell senior") or sits above it ("downlevel play"). Cache-first: served from KV for 7 days unless force: true.
