Create a video generation job

Submits an asynchronous generation job. The person creating the job must have agreed to the current Video Service Terms in the console playground; otherwise the request returns 403 agreement_required. The job is created in moderating status while input moderation runs; allowed jobs proceed through translating to queued and render, blocked jobs end failed with error code moderation_blocked, and a moderation outage fails the job closed with moderation_unavailable. Poll the returned job until its status is completed, then download the MP4 from /content.
