Agent OS Parallel Work Graphs

Retry eligible failed branches (compatibility alias)

Compatibility alias for retry-failed. An eligible graph-level retry requeues failed branches; its next dispatch creates a new immutable reservation/attempt. Each provider dispatch remains pinned to max_retries: 0, so the prior attempt is never silently reused. Missing and unauthorized graphs use the same existence-concealing 404 response.
