Retry eligible failed branches

Canonical retry route. An eligible graph-level retry requeues failed branches; its next dispatch creates a new immutable reservation/attempt. Each provider dispatch remains pinned to max_retries: 0. Missing and unauthorized graphs use the same existence-concealing 404.
