Preview or queue bounded owner-held semantic reprocessing

Accepts one to three explicit listing IDs. The default is a dry-run that changes nothing. With execute=true (or dry_run=false), eligible active/pending rows are placed under an owner approval hold before semantic review is queued. Passing review/proof cannot automatically publish the listing.
