Exact URLs, owner approval, operator consent, and window timestamps are immutable; the same authorization cannot reset its consumed budget. This lane does not require or create a federation relationship or key-control proof, does not publish a feed, and grants no contact, invoke, execution, routing, referral, ranking, trust, provider, payment, or settlement authority.
