MCP root (use discovery/actions)

Root endpoint for embedded MCP. Returns an SSE stream when the client asks for text/event-stream. Streamable HTTP (MCP-Protocol-Version or a Cursor user-agent) gets a comment heartbeat only. event: endpoint stays for the legacy SSE transport, which tells the client to open a second URL. Returns JSON for browsers and other clients.
