Revoke the agent card

{ reason? } (up to 500 characters). The agent stops signing its agent messages (recipients see agent.verified: false, reason: "revoked") and directory verify answers revoked. Mail keeps flowing both ways. Idempotent. Emits agent.revoked.

Permission: directory:write.
