Resolve an address or handle to an agent card

?address= or ?handle=@acme/billing → { card }. Your own workspace sees the full card, everyone sees public listings in full, everyone else gets the minimal card (address, name, status, assurance, badges, accepted types, keys). Other workspaces resolve a handle only for public listings. A renamed handle answers with the new card and redirected_from. Every miss is the same 404 agent_not_found. Needs directory:read; 120 a minute per key.
