Update the human-on-call settings

Same fields; the ones you leave out keep their value. contacts (up to 5) replaces the list: new addresses get a confirmation email and receive nothing until confirmed. triggers: needs_human, phishing, blocked, draft_failed, draft_created, emergency_stop, held (booleans). delivery: immediate or digest. max_per_hour: 1–60. quiet_hours: { start: "22:00", end: "07:00", timezone: "Europe/Paris" } or null. include_excerpt: add the first 500 characters of the text. At most 20 confirmation emails a day (429 rate_limited).
