Stop every agent in the workspace

{ reason? } (up to 500 characters) stops every agent in the workspace: every send, reply, draft send and SMTP submission answers 423 workspace_stopped, identity tokens are refused, scheduled drafts wait and the claim queue returns nothing. Reads, inbound mail and webhooks keep working. Needs workspace:emergency and an org-wide key. Emits workspace.stopped; returns { org }. There is no API resume: an owner resumes in the dashboard. See Emergency stop.
