Webhook Rescan

Receive a rescan request from an external provider.

When MoltBridge detects a behavioral anomaly or another provider detects a trust signal change, they POST here to trigger a fresh security scan. The compound signal (behavioral anomaly + code analysis) is more informative than either alone.
