Trigger Behavioral Eval

Start a behavioral eval run now (fixtures + known-good corpus through the sandbox). Admin only. 202 when queued; 409 when a run is already in progress. The run holds one sandbox slot at a time and takes tens of minutes; the report lands in last_eval on GET /admin/metrics/behavioral.
