Slop Proposals Ingest

Ingest candidate AI-slop phrases from an external tool (e.g. the news-digest bot) into the approval queue. Auth via the X-Proposal-Secret header matching SLOP_PROPOSAL_SECRET. Body: {"phrases": [{"phrase": str, "reason": str}, ...]} or {"phrases": ["phrase", ...]}. Nothing is applied until an admin approves it.
