Unpublish Private Report

Owner opt-out: remove a previously-published private repo from the public catalog + search. Deletes the CommunityScan row (so it drops out of Browse / search / badge) and clears the stored published flag. The repo stays scanned and watched privately — only its public listing is withdrawn. Idempotent.
