Create Claim

Start a claim across any surface. Ownership proof is per-surface: github/openclaw → add the topic (or supply a read token for a private repo) npm/pypi → auto-granted if it links back to a repo you own, else add the keyword and re-verify mcp → have the endpoint return the challenge, then re-verify.
