Resume a ChatGPT Ads ad group

Sets one ad group back to active so it can deliver again. Real money is spent as soon as the platform approves delivery. Use when: the user has reviewed something paused — often an ad group this server created — and wants it live. Do not resume without telling the user what it bids and what the campaign's spend limits are: the campaign budget is shared with every other ad group under it. Do not assume "active" means "delivering". An ad group inside a paused campaign still delivers nothing, and an unapproved ad delivers nothing either — check the read-back and chatgpt_list_ads. Returns the ad group read back from the platform with its bidding configuration and any serving issue.
