Pause a ChatGPT Ads ad

Stops delivery on one ad and leaves everything around it running. Nothing is deleted: the creative, its review verdict and its history stay, and chatgpt_resume_ad starts it again. Use when: one creative is clearly worse than the others in the same ad group, and you have shown the user the numbers at ad level from chatgpt_get_performance. Do not pause the only ad in an ad group and call the ad group fixed — an ad group with no active ad delivers nothing at all; say that plainly instead. Do not judge a creative on a day of data. This platform's daily numbers are noisy at small budgets. Returns the ad read back from the platform, which is how the pause is confirmed rather than assumed.
