Link Start

Kick off an OAuth link flow. Returns the provider's consent URL — the frontend opens it in an in-app browser (same pattern as the external-ticket continuity flow from Track A).

Phase 2: state is an opaque random token persisted in wearable_link_states with a 10-minute TTL. The callback endpoint looks it up there — tamper-proof (unlike Phase 1's user_id:nonce embedded state, which trusted the string).
