Register Venue

Upsert a venue into venue_registry. Called when an organiser confirms a named location in LocationPickerModal. No auth required — anyone pinning a named location contributes data. Returns the venue id (new or existing).

Phase 1: when an authenticated user registers a Place, capture their user id as submitted_by_user_id so the post-create owner-outreach flow (Phase 3) can ACL who's allowed to trigger the outreach email.

Phase 1: when contact_email is supplied (via the Phase 3 brochure import surface), kick off the Place owner-claim outreach automatically — but only if the Place is new (status='created') and we haven't already sent outreach in the past 7 days for the existing one.
