Venue Possible Duplicates

Return venues that may be duplicates of {venue_id}.

2026-04-28 Wave 1 stabilisation: the frontend calls this from the venue claim / merge flows but the backend never exposed the route, producing a 404 in the F12 console on every venue page load. Stubbed to {duplicates: []} so the FE renders cleanly. The real duplicate-detection feature is in services/deduplication.py — a future chapter will surface its results through this endpoint. Validates the UUID shape so callers passing garbage still get a structured response.
