Unsubscribe Verify

Verifies the unsubscribe token and reports current opt-out status.

Returns: { email: <normalised>, scope: <given scope>, valid: bool (token matches), already_unsubscribed: bool, }

The frontend uses this to render the confirmation page; even though the token is the only authorisation, we hide nothing here that the user wouldn't already know (their own email).
