Draft Summary

Generate a friendly one-paragraph "what we know so far" readback of the planning session. Useful for the orchestrator to confirm with the user before sending venue enquiries.

Calls Claude via services.ai_safety, which:

  • Respects the per-user askactivitia_query tier limit
  • Respects the org-wide $5/day cost cap (circuit breaker)
  • Logs the call to api_call_log for observability

On AI failure (budget exceeded, model error, etc.), falls back to a deterministic template so the endpoint never breaks the planning flow.
