Create Or Fetch Draft

Create a new claim draft, OR fetch the existing one if a draft already exists.

Closure A (May 2026): now supports both anonymous (X-Anon-ID) AND authenticated (Authorization: Bearer) requests. Signed-in users get their draft tied to their user.id directly; no anon→authed promotion step is needed. Anonymous users continue to use the X-Anon-ID flow.

Idempotency: hitting this endpoint twice from the same browser does not create two drafts.
