Get User Presence

Return the online/availability status of a specific user. Used by ProfileDrawerPanel to show a presence indicator.

Privacy: bidirectional mute check — if the target has muted the caller, the caller sees "offline" (target's mute is not revealed). If the caller has muted the target, also returns offline to keep UX consistent. "online" = heartbeat within 90 seconds AND available_to_chat=true. Returns {online: bool, available_to_chat: bool, status_text: str|null}.
