Online + available_to_chat. Excludes anyone the caller has muted AND anyone who has muted the caller (privacy: both directions, the target should never appear in your active list if they don't want your messages, and you shouldn't appear in theirs either).

Returns minimal user payload; richer details live in the social routes that already enforce policy/safety masking.
