Reorder Attraction

Move an attraction to a new sort_order position. Other attractions in the same activity are renumbered to maintain a contiguous sequence.

This is a single-transaction full re-sort to avoid the classic gap/swap bugs: load all siblings, remove the moved one, re-insert at new index, write back the new sort_order on each row. Volumes are tiny (rarely

20 attractions per activity) so this O(n) is fine.
