Run the multi-signal resolver against one place, on demand. Useful for a "check this specific place for duplicates" admin action rather than waiting for a scheduled sweep (no scheduled sweep is wired up this phase — see GEOGRAPHIC_IDENTITY_ARCHITECTURE.md's deferred-work list).
