Decide Merge Candidate

Record an admin's decision on a candidate pair. Does NOT perform the merge — 'approved' means "yes, an admin should now call the existing canonical-merge endpoint for this pair," not "already merged." Keeping these as two deliberate steps (per docs/architecture/ GEOGRAPHIC_IDENTITY_ARCHITECTURE.md §1's "never auto-merge") means a wrong approval is still recoverable before any data actually moves.
