Cross-domain issue counts. Every entry links to /issues?issue=<key> for the underlying records — per the addendum's "every metric should link to the underlying records" requirement.

A count of null means the table does not exist in this environment. That is reported honestly rather than shown as 0, which would falsely read as healthy.
