Fix Safe Place Location

Set coordinates on ONE safe place.

Deliberately narrow: one record, one field pair, validated range, admin-only. It does not delete, merge or bulk-edit.

Since 2026-09-20 the write itself is services.safety_support.admin .verify_coordinate — the one audited path to coordinate_verified = TRUE: it stamps coordinate_status = 'admin_verified' (so the geocoding worker never overwrites a human), moves geocode_state to 'verified' (this route used to leave it 'pending' beside a TRUE flag), records latitude/longitude in safe_place_field_overrides (so a re-import cannot revert them) and logs the decision in admin_actions_log. Before, none of the last three happened.

UUID-typed path param — a malformed id returns 422 rather than reaching a raw CAST and surfacing as a 500 (same hardening applied across sports/ schools/pharmacy routes).
