Send Reminder To Claimant

Owner nudges an anonymous claimant to complete sign-in so the claim can be acted on.

Allowed states: submitted_anon, awaiting_signin. Auth: owner / org admin / platform admin (same gate as approve/reject). Rate limit: at most one reminder per 24h per claim. Idempotent: returns {sent: bool, reason: str} so the FE can render a quiet acknowledgement either way.
