Upload Evidence

Claimant attaches a file (image, PDF, or office document) to their claim. Common case: responding to needs_more_info with evidence of ownership.

Stored in the existing 'activitia-claim-docs' Supabase bucket (same one place_claims uses, same 10 MB cap). Path pattern: activity-claim-evidence/{claim_id}/{uuid}.{ext}.

Persists the URL in activity_claim_evidence. Returns the row. Audit + owner notification (owner gets a single bell row per upload).
