Submit Support Ticket

Submit a support ticket. Tier-prioritized response window enforced.

Body: {subject, message, category (optional)}. Creates a row in support_tickets with tier-derived priority and SLA-deadline timestamp. The ops team reads support_tickets ordered by (priority DESC, created_at ASC) so higher tiers get attended first.
