Hand a workspace to another of its members.

Organization admins only (403 organization_admin_required), on a browser session with a fresh proof in the x-50h-reauth header (401 reauth_required). It needs a person: API keys, connected apps and service accounts get 403 session_required. Every change is written to the organization's audit. Only the workspace's owner or the owner of the organization's main workspace (403 owner_required). The new owner must be an active member (400 not_a_member) who owns no other open workspace in this organization (409 owns_workspace_in_organization; a person may own one workspace in each organization). The previous owner becomes an admin. An owner cannot be deprovisioned until this is done.
