Everyone in the organization, across every team.

Organization admins only (403 organization_admin_required). Active members of any of its teams, and people its identity provider provisioned (still listed when SCIM turned them off). Each with their teams and roles, SCIM or not, single sign-on linked or not, last sign-in and live sessions; no IP addresses. Ordered by email; q matches part of a name or address; page with nextCursor.
