Matched updates for one followed topic, newest first: each is a change event (TDoc registered, decision, position, chair notes, news, filing) with a one-sentence summary, a plain-language headline and headline_sentence for notable updates, where it happened, significance (0 to 100) and matched_on (which targets matched). Poll with since instead of webhooks.
