Update Followed Topic

Rename a followed topic, change what it covers (targets replaces the list), change delivery (default, email, dashboard) or pause and resume it (status). New targets and resuming replay the last 90 days, so nothing is missed. For a phrase follow, description rewrites what the phrase means in the user's words and phrase replaces the phrase; either one rematches the last 90 days by meaning.
